Jean Harlow as Dolly Portland.
China Seas (1935)
Common to films of the period, note the use of the expression "on the level" to indicate honesty:

Dolly: "I got a job in Singapore, honest, I have."
Gaskell: "Oh yes, yes I know. I suppose they've elected you mayor."
Dolly: "No, But it's on the level, toots. Hotnam sent me a contract for the rest of the season." [00:10:10]

Dolly later says: "This is on the level. I wish you all the luck." [00:36:30]
