Born in Portland, Ontario in 1846, Elon Ezra Chipman was a school teacher for some years before joining the publishing trade. In his mid-thirties he took up prospecting, working his way through Colorado, Idaho and Utah before settling in British Columbia. By 1896 he had failed to make his fortune in mining, and he accepted the office of City Clerk for Kaslo, an appointment he held until 1900 when he was appointed as Provincial Government Agent, Gold Commissioner and Stipendiary Magistrate. He held those offices until 1913 when he was then appointed Police Magistrate, an office he held until his death in 1918.
